Baltimore County Sex Offender Registration Team
Baltimore County Police Department operates a dedicated Sex Offender Registration Team, known as SORT. This unit is part of the Criminal Investigation Division on the 10th floor at 700 E. Joppa Road, Towson, MD. The SORT contact number is 410-887-5584. The unit currently tracks more than 600 registered sex offenders across Baltimore County.
The SORT team includes a Police Service Officer, a Detective, and a Supervising Corporal from the Special Crimes Unit. Together, they handle registration appointments, conduct address verification visits, and prepare violation cases when offenders fail to comply. Auxiliary Police officers support the unit with address checks, with capacity for more than 70 checks per day when needed.
Baltimore County also runs an annual Halloween monitoring program. Each October, the SORT team conducts compliance checks specifically targeting registered sex offenders. Schools within one mile of a sexually violent predator are notified each year as part of this program. This proactive approach helps keep schools and families in the county informed.

Registration Rules for Baltimore County Offenders
Maryland's sex offender registration law under CP § 11-704 applies to all registrants in Baltimore County. Tier I offenders must register for 15 years and verify every six months. Tier II offenders have a 25-year registration period with the same verification schedule. Tier III offenders must register for life and check in every three months. Sexually violent predators also register for life with quarterly in-person verification.
Anyone who moves to Baltimore County from another jurisdiction must register within three days of establishing a residence in Maryland. Out-of-state offenders who start a job or enroll in school in Baltimore County have seven to 14 days to register depending on their situation. Any change in address, employment, school, vehicle information, phone number, or online identifiers must be reported to SORT within three days under CP § 11-705.
Homelessness does not excuse a registrant from their duties. Offenders without a fixed address in Baltimore County must check in with SORT once per week for the duration of their homelessness. This weekly reporting requirement helps the unit track those without stable housing.
Under CP § 11-722, registered sex offenders cannot enter school or daycare property in Baltimore County without express permission from the principal or facility owner. This covers all public and private schools as well as licensed childcare centers throughout the county.
Failure to register or keep registration current is a criminal matter. A first offense under CP § 11-721 is a misdemeanor punishable by up to three years and a $5,000 fine. A second violation becomes a felony with up to five years in prison and a $10,000 fine.
Baltimore County Police Records Requests
Baltimore County Police Department processes public records requests under the Maryland Public Information Act. Police reports cost $15.00 per report. Victims receive copies free of charge. Standard copy fees run $0.25 to $0.50 per page. Extensive research requests cost $20 to $25 per hour after the first two free hours. Standard processing time is about two weeks for routine reports and up to 30 days for MPIA requests.
